COMMENTS:
Mr. Reed has over 25 years of experience in biological and physical sciences payloads at NASA Headquarters in Washington, D.C. and at NASA’s Kennedy Space Center in Florida. He has experience in all phases of payload development from solicitation and selection to facility and protocol development to operations support. He began his career in Washington as a program engineer providing analytical support for 19 Spacelab and Space Shuttle secondary payloads. Later David managed NASA’s life sciences peer review program and was the publication editor for NASA Technical Memorandum 4751, Life Sciences Program Tasks and Bibliography for FY 1995, prior to moving to the Kennedy Space Center. There he worked as a project engineer on numerous small Space Shuttle and Russian Progress payloads including the Collaborative Ukrainian Experiment (CUE), Aquatic Research Facility (ARF-2, ARF-3), Biological Research in Canisters (BRIC-14, BRIC-14CE, BRIC-15) and several International Space Station subrack payloads and technology demonstrations including Passive Observatories for Experimental Microbial Systems (POEMS), Biomass Production System (BPS), Forward Osmosis Bag (FOB), Advanced Biological Research System (ABRS), Advanced Plant Experiments on Orbit-Cambium (APEX-Cambium), Flatworm Regeneration, and BRIC Natural Products (BRIC-NP). As an integral part of KSC’s payload engineering team, he made contributions to six payloads, and as a technical lead he provided engineering oversight for an additional 16 payloads developed at Kennedy Space Center.
As a recognized subject matter expert in payload development, Mr. Reed has been actively engaged in the Agency’s Revolutionize ISS for Science and Exploration (RISE) effort to streamline spaceflight requirements and accelerate payload usage of the International Space Station including exhaustive contributions to Revision R of SSP 57000, Pressurized Payloads Interface Requirements Document for the International Space Station Program. Mr. Reed has been co-author on several publications and has been recognized with numerous employer and Agency-level awards including both NASA’s prestigious Silver Snoopy Award and Launch Honoree Award.
