  • NASA: Constellation Program: RS&H Project Director for final design of the Ares I Mobile Launcher Ground Support Equipment installation for mechanical and electrical systems.

 

  • Cecil Field Spaceport: Consultant for preparation of a Spaceport Operator’s License application, including explosive safety calculations, hazard analysis and application preparation for FAA approval of a new commercial spaceport for launching suborbital adventure space tourists.

 

  • NASA: Constellation Program: RS&H Project Director for analysis, Preliminary Engineering Reports and final designs of the Mobile Launcher, Umbilical Tower for NASA’s Crew Launch Vehicle (Ares I – CLV), as well as the related launch pad Lightning Protection tower – cable array system.

 

  • Confidential Client – Van Horn, TX: RS&H Project Director for design of a new private launch site located in the central US desert for development of private commercial launch vehicle for adventure space travel and space tourism.

  • USAF Indefinite Delivery Indefinite Quantity Architectural and Engineering Services, MacDill Air Force Base, Florida–RS&H Quality Manager. Involved 11 delivery orders ranging in cost from $40,000 to $500,000.

 

  • Northrop Grumman Orbital Space Plane, El Segundo, California and other locations – RS&H Principal Investigator. Project involved Orbital Space Plane ground operations, infrastructure and support equipment definition.  This included development of system specifications, development of operational concept documents, performance of numerous trade studies, development of cost estimate and implementation schedules.

 

  • Lockheed Martin Space Launch Complex 3 Modifications, Vandenberg Air Force Base, California–RS&H Quality Officer and Project Director. Design of vehicle and facility modifications at SLC-3E at Vandenberg Air Force Base for the Atlas V Evolved Expendable Launch Vehicle.  Developed process to “jump start” RS&H’s quick response design and allow the construction to be accomplished in record time.

 

  • USAF Indefinite Delivery Indefinite Quantity Architectural and Engineering Services Moody Air Force Base, Georgia–RS&H Quality Manager. Involved 12 delivery orders ranging in cost from $10,000 to $2.65 million.

 

  • Andrews Space / NASA Exploration Initiative, Seattle, WA – RS&H Project Director. Definition of Lunar Base Infrastructure requirements, including requirements analysis, adjacency/bubble analysis, concept layout, preliminary hazard planning and Lunar Support Equipment definition, as part of the CEV support effort. Analysis and support of Crew Exploration Vehicle, Hybrid Launch Vehicle and Commercial Orbital Transportation Services.

 

  • NASA Exploration Initiative, Kennedy Space Center, Florida– RS&H Program Manager and Quality Manager. Involved a series of special studies and analyses to define the ground infrastructure for the Crew Exploration Vehicle and the Exploration Initiative.  This included multiple vehicle combinations of new and derived liquid and solid launch vehicles and multiple sites at Kennedy Space Center and Cape Canaveral Air Force Station.  Work involved processing and launch sites, assembly infrastructure, remote recovery sites and definition of the involved Ground Support Equipment.  Involved setting up separate teams for multiple clients and managing those teams in a way to meet each client’s needs while maintaining the integrity of the separate proprietary information involved.

 

  • NASA Orbiter Access Arm White Room, Kennedy Space Center, Florida–RS&H Project Director and Quality Director. Involved 3D modeling and vibration analysis of the Crew Orbiter Access Arm White Room.  This involved solid modeling, sound power spectral density modeling, vibration analysis, stress analysis and fatigue analysis.  Designed modifications to alter the natural frequencies of the involved structure to eliminate cracks.

 

  • NASA Vehicle Assembly Building Roof and Main Doors Refurbishment, Kennedy Space Center, Florida– RS&H Project Director. Replacement of the Vehicle Assembly Building roof and refurbishment of the VAB main vertical lift and horizontal sliding doors.

 

  • NASA Return to Flight/Fixed- and Rotating-Service Structures Modifications, Kennedy Space Center, Florida– RS&H Project Director and Quality Director. Involved 3D modeling of the large spherical bearings of the Space Shuttle rotating-service structure.  This involved solid modeling, stress analysis, materials selection and corrective redesign.

 

  • PDS, Continental U.S.–RS&H Project Director and Principal Investigator. Administratively controlled anti-terrorism/force protection project to protect unique high-value flight hardware from terrorist threats.  This included threat definition, threat assessment, trade studies on how to terminate or abate the threat, implementation planning, methodology to combine the measures with other, less noticeable infrastructure, cost estimates and schedules.

 

  • NASA Second Generation Reusable Launch Vehicle, Kennedy Space Center and Cape Canaveral Air Force Station, Florida– RS&H Principal Investigator. Second Generation Reusable Launch Vehicle ground-segment analysis (TA-1) for Northrop Grumman/NASA.  This included ground-operations definition, ground-infrastructure definition and trade studies.

 

  • Boeing Delta 4 Evolved Expendable Launch Vehicle, Vandenberg Air Force Base, California–RS&H Project Manager. Delta 4 Evolved Expendable Launch Vehicle at SLC-6.  This included 30 months of on-site support to both the construction company and Boeing for Requests for Information, special analyses, designs, etc.  Included new design for the erector pit, dynamic swing-arm analyses, umbilical management system and cryogenic pipe supports.

 

  • Lockheed Martin Atlas 5 Evolved Expendable Launch Vehicle (EELV), Cape Canaveral Air Force Station, Florida–RS&H Project Manager. Analysis and redesign of the vehicle environmental control systems, facility HVAC systems, liquid oxygen piping, liquid hydrogen piping, RP-1 piping, Launch Control Center and Aerospace Ground Equipment for the Atlas 5, EELV project at Cape Canaveral Air Force Station.

 

  • Lockheed Martin Atlas V Launch Support and Control Facility, Cape Canaveral Air Force Station, Florida–RS&H Quality Assurance and Quality Control. Modifications of a Missile Inert Storage Building to Launch Operations Center, costing approximately $20 million and including a launch-control center, mission director’s center, communications room, site development and permitting, high-bay modifications and ordnance annex.

 

  • Kistler K-1 Launch Vehicle Launch Site, Woomera, Australia–RS&H Program Manager. Design of the umbilical retraction system, launch mount, flame deflector, umbilical mast, erector and general launch site for the Kistler K-1.  Also Program Manager for definition and design of Ground Support Equipment for the Kistler K-1, including orbital vehicle pallets, LAP pallets, payload-handling fixtures, zero-G mechanisms and other support equipment.

 

  • Tsyclon Launch Vehicle, Continental U.S.–RS&H Principle Investigator. Developing launch-site concept and cost of launching the Cyclone (Tsyclon) launch vehicle from the continental U.S.

 

  • Kistler K-1 Launch Vehicle Launch Site, Woomera, Australia–RS&H Integrated Product Team Leader and Project Manager. Design of the flight and ground Umbilical Carrier Plates (UCP) for the Kistler K-1 Launch Vehicle.  This included interface control documents, UCP analyses and UCP design.

 

  • Alcântara Launch-Site Planning, Alcântara, Brazil–RS&H Project Manager. Definition and assessment of three universal launch pads to be located in South America.  The pads accommodated large U.S. liquid vehicles, large Russian launch vehicles, large U.S. solid vehicles and small solid vehicles.  Developed operational concepts, defined involved systems, defined facilities concepts and developed implementation costs.  Received a Letter of Commendation for this work.

 

  • Commercial Launch Site Planning, Continental U.S.–RS&H Principal Investigator. Analysis of pre-launch processing activities, business team functions and liquid propellant loading for orbital commercial launch vehicle, to be launched from an existing state spaceport.

 

  • Alcântara Launch Center, Brazil–RS&H Principal Investigator. Launch-site assessment of the Alcântara Launch Center in Brazil for large, solid-rocket launch vehicles.  The assessment included site, operations, geographical, transportation, infrastructure, political, environmental and programmatic analyses.

 

  • Alcântara Launch Center, Brazil – RS&H Project Manager for a site inspection and master plan analysis of the Alcântara Launch Center.

 

  • ITT Federal Services, Lompoc, CA – Special Consultant to evaluate, assess and correct the design of the Cypress Ridge Launch Complex.

 

  • Hercules, Magna, UT – RS&H Project Manager for development of concepts to launch the Hercules LCLS-A, LCLS-B and LCLS-C Vehicles from LC-37, LC-39 and LC-41 at Cape Canaveral Air Station. This included concept sketches, construction schedules and cost estimates.

 

  • Florida Spaceport Authority – RS&H Project Manager for development and design to convert an existing launch complex (LC-46) from single use (DOD) to multiple use (commercial), including its funding by a DOD dual use grant. This included design of launch mounts, access structures, environmental assessments and other modifications to accommodate the Orbital Sciences’ Taurus Vehicle and the Lockheed LLV.

 

  • Astrotech Payload Facilities Modifications, Titusville, Florida–RS&H Project Manager. Design of modifications to Buildings 1, 2, 4 and 7 at Astrotech’s satellite processing facility.  This included a new air lock to accommodate larger payloads, office building and other additions.

 

  • USAF Evolved Expendable Launch Vehicle Launch Site Planning, Cape Canaveral Air Force Station, Florida and Vandenberg Air Force Base, California–RS&H Integrated Project Team Leader and Project Manager. Definition and preliminary design of all CCAS/VAFB facilities, support equipment and environmental aspects of fielding the Evolved Expendable Launch Vehicle.  This included managing multiple teams to accomplish trade studies, facility criteria, PIDS, designs, scheduling, operations planning, cost estimating and risk evaluation.  Construction cost estimates were validated within three percent.  All items delivered on time/under budget.  Received letter of commendation from Alliant Techsystems for this work

 

  • EER, Greenbelt, MD – RS&H Project Officer for the preparation of an environmental assessment for the Conestoga launch vehicle, Wallops Flight Facility, VA. Received letter of commendation from EER for this work.
  • US Army COE / Mobile District – Air Freight/Passenger Terminal Planning, Patrick Air Force Base, Florida–Project Manager. This included site planning, project definition and charrette for a 42,000-square-foot, multifunction air terminal.

 

  • Thiokol, Promontory, UT – RS&H Project Manager for development of advanced facility and processing concepts for solid and hybrid rocket motors for Shuttle-derived, Spacelifter and other vehicles, including cost, safety, construction and operations issues. Received letter of commendation from Thiokol for this work.

 

  • US Army COE / Mobile District – Delta Squadron Operation Building, Cape Canaveral Air Force Station, Florida–RS&H Quality Assurance/Quality Control Manager and Project Manager. New 41,000-square-foot launch operations center, for approximately $15 million, including environmental permitting, paving and drainage, power supply, launch control center, payload control center, engineering support area, computer control areas, offices and briefing rooms

 

  • EER, Greenbelt, MD – RS&H Project Manager for the Conestoga mechanical ground support equipment concept definition, Wallops Flight, VA.

 

  • Martin Marietta, Cape Canaveral Air Station, FL – RS&H Project Officer for the “Clean Launch Pad, Universal Facility Concept” site concept definition and cost estimate development in support of the Titan II program at Launch Complexes 16 and 19,

 

  • NASA, Kennedy Space Center – RS&H Investigator responsible for development of National Launch System (NLS) implementation plan concepts, strategies and descriptions for Kennedy Space Center.

 

  • Confidential Client – Project Manager for the Single Stage to Orbit (SSTO) prototype launch pad definition and ground handling definition, including operational sequence and concept sketches..

 

  • US Army COE / Mobile District – Centaur Processing Building, Cape Canaveral Air Force Station, Florida–RS&H Project Manager. Design and services during construction of the Centaur Processing Building.  A 1.5-million-cubic-foot clean facility with computer rooms, two spacecraft processing cells, fairing processing cell, air locks, two megawatt back-up power system and support areas.  Design for the $30 million facility involved generation of a 750-sheet drawing package in CADD.

 

  • US Army COE / Mobile District – Centaur Cryogenic Tanking Facility, Cape Canaveral Air Force Station, Florida–RS&H Project Manager. Design and engineering services during construction of the Centaur Cryogenic Tanking Facility, including cryogenic tanking cell, high-pressure gas facilities, cryogenic facilities, support buildings, office facilities, guard house, perimeter security facilities, cost estimating, scheduling, environmental permitting and CADD for a 400+ sheet drawing package.

 

  • NASA, Kennedy Space Center – RS&H Principal Investigator for analysis and cost estimate of a new launch pad for NASA’s Heavy Lift Launch Vehicle as part of the advanced launch development program.

 

  • Martin Marietta, Cape Canaveral Air Station, FL – RS&H Project Manager for design of a Titan IV activiations modular office complex at Cape Canaveral Air Station. Work included quick response multidisciplined site design, CAD drawings, specifications and permits.

 

  • Martin Marietta, Cape Canaveral Air Station, FL – RS&H Project Manager and Principal Investigator for analysis of the UES door operational resolution, including STAAD computer models, full size scale models, video simulation, breakdown torque analyses and field implementation..

 

  • USAF Hypergol Storage Facilities, Cape Canaveral Air Force Station, FloridRS&H a–Principal Investigator. Hypergol fuel tank buoyancy analysis (including tension analysis, bonding analysis, pedestal analysis) for the hypergol stockpile storage facility.

 

  • NASA, Kennedy Space Center – RS&H Principal Investigator for the Advanced Solid Rocket Motor (ASRM) facilities siting and berm study which included calculation of quantity-distance factors and barricade concepts. Principal Investigator for the ASRM segment rotation and handling optimization analysis.

 

  • Martin Marietta, Cape Canaveral Air Station, FL – RS&H Project Manager for the development of Basis of Estimates (BOE) for twenty modifications to Launch Complex 41 to accommodate vehicle modifications. Project Manager for the development of the BOE for retrofit radio frequency shielding of a spacecraft processing clean room including architectural, mechanical, electrical and electronic portions..

 

  • USAF Advanced Launch System, Cape Canaveral Air Force Station, Florida and Vandenberg Air Force Base, California–RS&H Project Manager. Definition of all ground processing and launch facilities for the NASA/DoD Advanced Launch System.  Work included operational analyses, facilities design criteria, CAD drawings, base support requirements, environmental analyses, site planning and cost estimates.  Facilities included launch pads, integration facilities, recovery and refurbishment facilities, launch control center and technical support facilities.  Received an “Outstanding Design Award” for this work from General Dynamics.

 

  • Martin Marietta, Cape Canaveral Air Station, FL – Project Manager and Principal Investigator for evaluation of conversion of an inactive launch complex to Titan IV configuration, including technical definition, CAD drawings and cost estimate.

  • Martin Marietta, Cape Canaveral Air Station, FL – RS&H Project Manager for the conceptual definition, verification and cost estimate of the conversion of Launch Complex 37, Cape Canaveral Air Station, Florida, from inactive status to SDI Heavy Lift Vehicle configuration (Zenith Star).   • Martin Marietta, Cape Canaveral Air Station, FL – RS&H Project Manager for the Payload Encapsulation Facility definition study in support of the commercial Titan Program; the SMAB II and replacement Launch Complex 40 MST study for the Titan IV program.

 

  • NASA, Kennedy Space Center – RS&H Project Manager and Principal Investigator for the Payload Canister Rotation Study and the Payload Handling Fixture Rotation Study in support of Space Shuttle requirements at Kennedy Space Center, Florida.

 

  • Martin Marietta, Cape Canaveral Air Station, FL – RS&H Project Administrator for design of the VIB Annex at Cape Canaveral Air Station, Florida. This facility consists of payload fairing coating and storage areas, Propulsion Shop, and office areas..

 

  • Mobile Launcher Platform 3 and SLC-39B Conversion for Space Shuttle, Kennedy Space Center, Florida–RS&H IPT Leader of the Integrated Logistics Team – a multicontractor team responsible for providing and optimizing Government Furnished Equipment (GFE) to fabrication and construction contractors for major projects at Kennedy Space Center. The team included project management, logistics, design and construction personnel.  Projects serviced included Mobile Launcher Platform #3, Launch Complex 39B and Shuttle-Centaur.  Responsible for management of the team staff of engineers, programmers and clerks and for development and interpretation of status and summary reports.  Received NASA “Public Service Group Achievement Award” for this work.

 

  • Mobile Launcher Platform 3 Conversion for the Space Shuttle, Kennedy Space Center, Florida. Responsible for ground support equipment control, scheduling and tracking for Mobile Launcher Platform No. 3.  Developed computer-based “Contracts under Administration” report system.  Managed the GSE procurement “War Room” board.

 

  • Titan IV/ CELV Modifications to Launch Complex 41, Cape Canaveral Air Force Station, Florida–RS&H Quality Assurance/Quality Control Manager and Project Manager. Involved $100 million modifications to structurally increase the height of the Mobile Service Tower and Umbilical Tower, install a Class-100,000 clean room on the MST, blast-harden the Aerospace Ground Equipment Building, modify the power supply to the complex and upgrade the HVAC system.

 

  • Titan IV/CELV Launch Support and Control Facilities, Cape Canaveral Air Force Station, Florida–RS&H Quality Assurance/Quality Control Manager and Project Manager. Involved a $45 million entire new complex of launch vehicle facilities including a checkout and processing facility, cryogenic testing cell, cryogenic testing cell support building, administration building, Type A security system, emergency power generation, uninterruptible power supply, tow ways, roads, drainage, communications, sanitary sewer and environmental permitting.
