COMMENTS:
Became a member of the NASA family in February 1963 as the Quality Assurance Specialist or major Space Vehicle Operations (SVO). In this position monitored the development and installation of contractor plans, methods and procedures for inspecting electrical and guidance and control systems for the integration, test, checkout, and launch of the Saturn Launch Vehicle. In December 1976, became the Senior Quality Engineering Specialist in the Reliability, Audits and Procedures Section, Quality Engineering Branch ensuring contractors performance on NASA manned Space Vehicles such as Space Shuttle, Spacelab and Cargo Operations. In March of 1979 served as Technical Assistant to the Chief, Quality Assurance Office responsible for establishing and maintaining a comprehensive R&QA Program for the Cargo Operations Directorate with emphasis primarily in Spacelab Operations, Expendable Vehicles such as Atlas, Centaur and Delta deployed payload elements. In addition developed training plans and programs for contractors to ensure adequacy to maintain high level experience and training necessary to assure an effective Quality Surveillance and Reliability Program. Coordinates matters of an unusual or unprecedented nature with higher management for resolution. Performed quality engineering verification of mandatory inspection points (MIP’s) during stage checkout, countdown, and launch of the Saturn launch vehicles. In February 1980 served as Quality Engineering Staff member on Spacelab and Experiment level IV programs. Was NASA POC for design reviews, material review boards, problem report resolution and represented Chief Quality Assurance Office as audit team member. Served as Technical Panel Member on Source Evaluation Boards; NASA Cargo Operations Directorate ALERT and GIDEP representative. Retired from NASA in June 1984. Special assignments during NASA employment were (1) assisted in preparation of Statement of Work, Request for proposal and served as Government Sub Panel Chairman of Source Evaluation Boards for Space Shuttle Solid Rocket Booster, Spacelab, Interim Cargo Integration Operation (ICIO) and Spacelab Experiment Integration Support (SEIS) contracts. Was member of NASA negotiating team for solid rocket booster assembly contractor proposal; (2) Appointed NASA KSC SR&QA Team Leader and Quality Engineering Representative for the Spacelab and Space Shuttle Payload Preliminary Requirements Reviews, Preliminary Design Reviews and critical Design Reviews at KSC, Marshall Space Flight Center and Contractor Facilities.
